國民黨2016年總統初選領表連署16日截止，被外界解讀是馬英九總統心中屬意人選的國民黨主席朱立倫明白表示，不會參選明年總統大選；對此，馬總統18日以「績優廠商」比喻說，自己只是希望黨內競爭力強的人能參加初選，就像公共工程盼績優廠商來投標一樣，這樣才會產生勝選機會較高的候選人。
就職7周年前夕，馬總統18日在總統府與中外媒體茶敘，有記者問及，對朱立倫沒有領表且表態不參選總統，是否感到失望？馬總統回答，國民黨有一套很完整的初選制度，也就是說，「我們都會支持初選制度所產生的候選人」。
但馬總統也說，自己希望黨內競爭力強的人來參加初選，這樣才會產生勝選機會較高的候選人。他舉例，地方政府公共工程招標時，總是期盼「績優廠商」能來投標是一樣的想法。
當被追問朱立倫是否為「績優廠商」，且總統是否透過當面、電話、中間人傳話等方式勸進朱立倫時，他僅稱，「我們就是鼓勵有競爭力的人出來參加黨內初選，讓我們在大選中可以發揮力量」。
針對外傳立法院長王金平不選的原因，是總統及其支持者「卡王」，馬總統強調，「我沒有要我的支持者去『卡王』，我從來沒有去做這個事情」。他重申，自己一向贊成按照制度走，希望有競爭力的人士出來參加初選，「這只是我的一個期待」，但他沒有任何權力支配誰該選、誰不該選，但是，推出競爭力強的人角逐總統大位，「這是我身為一個黨員最高的期待」。
